the vouchers from referrals can't be used to pay for high-speed plans?

is this intentional or a bug?
when trying to purchase a normal speed plans it shows 'use voucher' checkbox, but on high speed there's no such checkbox - i assume it's a bug, as makes no sense to limit vouchers only to 'slow' plans?
